Proper answer from Tillerson to Rubio multiple times trying to get him to call Putin a "war criminal":

"Senator, if it turns out that I am confirmed as Secretary of State, I would be in the position upon being sworn in of attempting to continue our diplomatic relations with Russia. Given that possibility, do you sincerely believe that during this hearing, it would be appropriate for me to answer that question affirmatively?"
