Drones, yes that's what i was thinking, quite economical and many could be run from one small carrier, cover a huge patch of ocean ... you'd have a room full of young guys playing war like a video game, itchy to push that big red button and score points with the hellfire missile

Q-ships would get a few pirates, set it up right and you'd eliminate whole teams ... in their haven areas it shouldn't be too hard to tell who they are, just look for the fancy new houses
