If he saw fit, at the time, to comment about investigation into Hillary Clinton, and that was in accordance with investigative protocol, then that's what the man was perfectly entitled to do.

My POV is that he should have told Justice "I investigate and present to you. You indict or pass." He chose, for some reason, to disclose. I suspect it was because he felt she should have been indicted and wanted the evidence out. We will never know.
