My sister lives in Santa Barbara - used to live in Eugene, OR and Seattle - says that Santa Barbara has no recycling program, not even for aluminum! And that no one is promoting conservation or telling people what to do to conserve energy. And that the city's public places are very brightly lit at night, for example the courthouse, which is a converted historic building, is completely lit up at night including floodlights on the grounds shining on the facade. This is in contrast to Eugene and Seattle, which require recycling and promote conservation.
