I am not surprised Rumsfeld sounded the way he did. He seems to overlook for a moment that the top dog in anything feels a lot of pressure to maintain its present status, and so it is the same with the USA.

To me, Rummy is an asshole! He does not know history. He forgets or is ignorant of the fact that in centuries past, China was bullied and treated like shit by western powers simply because she lacked military weapons. The Brits even tried to emasculate the Chinese masses by introducing and selling opium to them! Think of ethics and morals! No wonder the sun of the British Empire have set long ago! And yet folks like Rummy today continue to exhort and moralize like there's no tomorrow.

Rummy stands out as a hypocrite! He thinks that what is good for America has to be adopted by everyone else. He forgets that there are many ways to skin a cat. Yeah, different strokes for different folks!

I believe that Rummy is up to some mischief. He is trying to instill suspicion and fear in China's neighbours in the hope that they might act collectively against China in one way or another. I also see that Condie Rice has been trying to court India in the hope that India could be persuaded to at least partially neutralize the burgeoning economic might of China.

BTW, were it not for the US, Taiwan would have by now been absorbed into China with resulting increased socio-politico-economic might for China, a circumstance the US willnot tolerate. That is why the US maintains a naval presence around Taiwan and the US is defininitely not doing this for purely altruistic reasons.

I think that China is now arming herself to the teeth to ensure that what had happened to her in centuries past will not be repeated.
