Not sure what 'axe' they are supposed to be grinding.... We have a term for this. It's called "willful blindness". They seem to be arguing that Bush is not REALLY a 'conservative' (certainly a fair interpretation considering his big spending, big deficit, and Big Government ways). Wars are expensive. Now as to whether he should be in one, see the bottom of this. Are you a 'conservative' or a 'liberal' if you stand up for the American Constitution? As the USSC proves constantly, that thing is subject to many, many interpretations. That document has allowed and not allowed the same thing with no changes in it. Seems like BOTH major Parties are HUGE Fiscal Liberals now. A democracy can not exist as a permanent form of government.
