My best guess is the problem is due to routing and that the baseline process is fine.

They have several options:

1. Use thicker metal and not as tight a pad pitch - die sizes will suffer - but the big problem is time.

2. SLap on copper earlier than planned to get to 1Ghz.
If I know intel the 0.13 process is probably in good shape.
They can mix the 0.13 metalisation with the 0.18 base transistor
for an interim ramp.

3. If it is just X-Talk and noise - it can be fixed with better tools and more carefull layouts.

Sitting on the outside its really tough to guess the seriousness of the problem wrt to getting to 1Ghz with 0.18.
