Here is the response I got from C-port. I find it a little ambiguous. Draw your own conclusions.

Dear Mr. Connolly,

In terms of traditional system architectures, C-Port's processor handles all elements of packet/cell forwarding typically referred to as "fast path". Signaling and routing software or "slow path" functions, typically run on a host processor. Our partnership with Wind River is currently focused on describing the fast path/slow path interface in systems which contain the C-Port processor handling the forwarding functions and a host processor running VxWorks as an OS.
