Let's get real here,

There will not be an MACRO change like you are suggesting or a bill of rights.

IMHO the best is a MICRO change. My suggestion is that a group of Quantum Investors get together and nominate a person to contact IR.
We would need someone in the bay area that could meet with IR and then get some form of regular contact going. This will only work if the company is willing to listen. A co-ordinated campaign of e-mails, phone calls and investor recruitment from other threads would probably be required.

If let's say 100 or so investors representing 100K to 1M shares of Quantum stock could be organised then the company may be willing to talk, otherwise the status quo will prevail.

Just my opinion late on sunday night.
