That compliance got tougher in 1995 when President Clinton upped the ante, forcing banks to demonstrate statistically they were making their quota of loans in low-income neighborhoods and encouraging community activist groups like NACA to file complaints against banks.

Many activist supported employees got hired on into Fannie Mae. They worked it from all angles, believe me. Every new branch you applied for was challenged and the main office was picketed until you basically agreed to pay them off and/or give money away without the hope of collecting it back. You also had to offer money losing services so everyone could have a checking account. It was said to be unfair that LMI's did not have checking accounts. Of course, many did not want them for good reasons. No matter.
Another demand was to then provide free training to teach people how to use a checking account.
The public paid for it in higher banking fees. Like that $25 OD fee? Thank ACORN.
Now its being paid for by being the catalyst for the mortgage meltdown. This is Obama's world, welcome to it.
