This statement from Nokia is mere opinion, and it reveals, if nothing else, the weakness in Nokia's position. It directly contradicts QCOM statements, but more important, if taken in context of recent Nokia statements, Nokia may actually be getting a LOWER royalty rate (3%) instead of the near 5% rate QCOM says that its licensees pay.

On the other hand, if Nokia is looking at the two-tier rate system for Chinese manufacturers in regard to domestic vs. export sales, then Nokia is really making a misleading propaganda statement to influence investors and analysts alike.

My third impression is also that the resolution of the QCOM-NOK issues will take a long time, as NOK is clearly in no position to back down publicly. It may take an injunction, plus a statement from QCOM regarding the liability of sellers of Nokia infringing products to convince Nokia to step back before they lose large portions of potentially infringing sales to their fully licensed competitors. Motorola, Samsung, and LG must be danding in the street.
