Terrific paper. Thanks ever so much. However, it's not really a study. It's much better; it's an intellectually responsible very brief summary of of the more relevant points of studies with proposals as to what to do in the future.

I was curious about the NIEER. So I checked it out. nieer.org. It took a slight bit of digging but it's credentials look quite good. It's a research center affiliated with Rutgers, has some quite prominent folk on its board (including Edward Zigler), always a good; and has received funding from Pew, which ups its credibility.

I've learned, over time, that policy research is always contested turf. People cherry pick and cherry pick. I'm certain you already know this. So the reputation of the folk working up the papers is just critical to evaluate the work.

Thanks again. I recommend this piece for anyone seriously interested in Head Start.
