Taxation under capitalism is a form of socialism. You pay taxes, and that money goes to serve the collective needs for defense, transportation, education, government etc.

Who benefits more from a dollar spent on transportation? The guy that uses the road to commute to his minimum wage job, or the business owner who needs the road for his customers to get to him?

Somehow the tax system needs to recognize "cui bono" "who benefits" from the action? Then who pays for it should be in line with the benefit. The current system has the wealthy benefiting most from tax dollars spent. They pay less taxes based on how they benefit from the result of a new road or a war that protects national security. Who benefits...and who has the most to lose? These are the questions that need to be asked when the tax man cometh.
