There is absolutely no need for delay and what needs to be done is perfectly obvious. She's just screwing around as she always does. This city does have remedies, but they also take time. Unfortunately, because of the nature and location of the problem, I can't simply undertake the repairs immediately myself and deduct the cost from my rent while she delays.
