Cirrus, the line-item veto should be restored for the President. Pres Clinton used it many times to eliminate pork from the budget. The Supreme Court, in it's "suspect" wisdom, ruled that the particular type of veto used by Clinton was unconstitutional. Congress uses the federal budget as a reelection tool and therefore it won't be easy to quickly find and pass a constitutional line item veto. If American voters pressured their congress reps to do so it could happen, but unfortunately there's not much chance of galvanizing their attention towards that worthwhile goal.
