It may vary with your type of account and what your employer has arranged with Fidelity. My 403b is no load. There is no fee when I transfer in funds. If I hold for greater than 30 days, then I pay basically $15 per transaction (with the Select funds). This may be different for individual IRAs. The 3% rule doesn't exist in 403b/401 k accounts.
