And to the extent they usually don't happen without government intervention, its not because they can't be done without government, but because government chooses to intervene. If government staid out of such things (and esp. if they lowered borrowing and taxes to fit their reduced role), then more big things would happen without government. But in modern times government might not even let a private company or other organization do many types of big projects without government involvement, and even if it would, the companies know they can lobby for government handouts and likely get them, so they are unlikely to leave the cash lying on the floor.
