A whole bunch of small combat operations can use a large number of troops, but the number of major operations is still zero.

For "Major combat operations" you could substitute, "major battles". Well not exactly "operations" or even "combat operations" is a bit broader than "battles", but that's drawing a pretty fine distinction.

More than four thousand American fighting men and women have died in those five years. I'd call that major combat operations.


And in past 5 year periods in peace time more than four thousand American's in military service have died.

You can have all sorts of deaths outside of combat, or from small battles and operations. But a bunch of small operations isn't one major operation any more than a bunch of subcompact cars are an 18 wheeler.
