What I'm thinking here is that a major reason for ADSL is to move data to tv's for home entertainment. In that case, the upstream doesn't matter since little data needs to flow upstream. (requests for program info.) If Direct TV can do the job at 400kbps I don't see the need for ADSL.

By the way I own AMTX and see the value of ADSL for 2 way video transmissions, but DTV might be a more cost effective method especially in 3rd world countries where pots are not available.
