The actual power those wind turbines will generate will be far less than even 50% of peak capacity. I've seen figures of like 30% doing a simple Google search.

I happen to think that this is an excellent example of government and private sector working together. Is it risk free? No...but the loan guarantees makes it possible for this facility to be financed by private money and for the local Oregon community to come together on a strategic investment that is positive for the future of the area and the country.

But while it may cost more to build the wind farm, the gas plant would need to purchase fuel to generate power, and natural-gas prices have been volatile in the past decade. For the owners of Shepherds Flat, the cost of wind is free, and for Southern California Edison, the utility's 20-year agreement is for a fixed power price that won't increase.
