I've acknowledged the government paid for a lot of the technological research that led to the internet, microelectronics, and telecommunication industies. Though they did it for defense and space program reasons - not intending to launch new industries. Nor did they plan these industries. They did also provide a regulatory and legal framework that enabled the industries to develop. I just dont see our high tech industries as being centrally planned.
