Labor Department data show that only a tiny percentage of companies that experience large layoffs cite government regulation as the reason.

And that's supposed to show that regulations don't reduce employment? It ignores jobs that never get created, and jobs from smaller layoffs. Also it only includes jobs where government regulation is directly cited as the reason, not jobs where the effects of regulation are the reason.

It also ignores the issue of regulation's impact on efficiently using those employees to create wealth. To be fair, that's not the point being raised, the comment is all about jobs, not profits, wealth, or more generally economic well being. But it is the more important issue with regulation.
