Mosquitoes don't need a lot of water to breed. I've seen nasty bunches of skeeters in forests where there wasn't any water, just damp ground. The eggs lay there waiting for a rain and zingo, you have a million of them.

Several of us in the area have water gardens the dragonflies breed in. We also have fish in the water gardens that eat skeeters as fast as they hatch.
