I don't think there are any projects out there, since the commercial products do their job on Linux well. I know that IBM has made some Linux software in these areas. A quick search with Google returned these links:

You can find more open-source projects at sf.net if you enter "OCR" og "Speech" in the search field.

In other words: There is some software available for those who just want some software for free, and there is software for those, who want high quality software for money.
