Saddam riled? Think. Even the Bushes, were someone else's slant drilling affecting their oil interests would be riled. Kuwait was guilty of slant drilling in Iraq's southern Rumaila oil fields. It did so in order to get back money it loaned Iraq, money which Iraq did not want to repay due to its belief it protected Kuwait during the war with Iran.

Indeed, Kuwait loaned Iraq money so Iraq could wage war against Iran, a long eight-year war. Saddam felt not only should Kuwait forgive some or all of this debt, but that Kuwait should also assist other nations that were having difficulty due to the political paradox with Israel, Jordon for example. Kuwait refused. Making matters worse Kuwait at the time was flooding the oil markets thereby making it more difficult for Iraq to compete, especially given the state it was in following the war with Iran.

Another factor is the long simmering root problem: that Ottomon Empire mapping showed Kuwait as a province of Iraq, it eventually becoming a protectorate of Britain until its independence in the '60s.
