Bush performance is simple to understand. He wants to boost his ratings. To do so, he attempted to take advantage of public anger (ignorance) about gas price increases. Pandering to the farm lobby, he touted ethanol. He talked tough on price manipulation to gain political capital. Net-net, no change. The democrats will continue to push excess profits tax, ANWAR will not be opened, and no new drilling areas will arise. +++++++++ The cost of ethanol will be far greater than the continued use of MTBE. Dysfunctional politics and economics, as usual.
