True. But not TSMC nor UMC. These two are established ones. QCOM chips will not go for brand new start up companies. TSMC's CEO vowed not to go China within three years. He may instead joint venture through other deals. That will be another story.

To start fab. in China requires too much risks involved. Political and financial concerns are major road blocks. QCOM will have to find foundries that can do a better job than TSMC, IBM, or INTC. INTC is out of the picture now. There are not too many out there.
