Because I do not find it useful to have both, very unnecessary.

When I open my browser, I usually have 5 windows of the same browser opened at the same time.

Now if I was unable to open multiple windows of the same browser at the same time, then I would need more than one browser.

(And since IE5 is better than Netscape, no need to keep the slower browser on my hard drive taking up space.)
