I agree - To me the only issue I see is whether the war was rushed because they did not want to be involved in a re-election at the time of the war. If they had waited, would the world have come along? It probably is a bogus issue. France IMO would never have gone along even if a smoking gun had been found, however that might be defined, because of their monetary interest in Saddam and the desire to knock the US off the "only world power" pedestal.
