Conspiracy? I simply believe the government assisted in a global marketing campaign to sell our technology. Y2K was way over hyped, (I still remember a comic advertising a Y2K certified toaster). The government is very involved in our technology trade. Another example is the fact that China currently produces CDMA phones (QCOM). Without diplomatic involvement, the American cell phone standard would not have made it into that country.

Enablers, not conspirators.
