<Why would a cell phone need to check in to the nearest base station if it were sitting idle?>

I suppose so the base stations know who is where so they know where to send phone calls. If a cellphone stays quiet, then travels 1000 km to another zone, a call to that cellphone wouldn't know where to go. All the base stations would say they didn't know where it is. So the messages wouldn't get through.
