Absolutely they are. Bush and his cronies have managed to stall the alternative energy credits renewal for close to a year now. That is actively damaging the solar and wind industry. His cronies managed to influence the Federal Bureau of Land Mgmt to put a 2 year moratorium on leasing fed land to solar companies to build solar farms, which they promptly reversed because of the massive public outcry and backlash. I guess even Bush realized that was going too far and was too obvious. In addition, he and Cheney have managed to squash every EPA report that links CO2 to increasing health hazards and climate change. Cheney has gone so far as to redact and censor EPA reports ensuring that they are not unbiased reports. I suppose Bush and his friends are doing this because they know that anything that is good for the alternative energy industry will come at the expense of the oil industry, and they only want what is good for the oil industry.

So calling it active hostility is exactly on the mark. Every action they take is more bold and less veiled.
