Just to be clear, you can add to the notification sounds in iOS by creating ringtones for use in the Apple apps that use them, and they can be whatever you want, even long sounds. I created several from songs I like since I wasn't happy with the ones Apple provides.

Seems like Kasa could add their own longer sounds within their app if they get enough feedback requesting it, I don't know of anything preventing that. They should also let you set the volume for that sound to be louder or quieter than whatever you have the iOS system volume set for.

I wonder if it's possible to script the Kasa app using the iOS Shortcuts app? You might ask the Kasa developers if it's possible. There should be some resources on the web or people to help create a script if Kasa allows it.
