You shorted twice - 2 orders of 1000, you were charged twice for commision - 2 x 9.99. What's wrong? Partial orders like your example is abnormal, but as you can see, "you will be charged only one commission for the entire order", meaning each 1000 share order you put in will cost AT MOST 9.99 plus tax. Datek lumps your shares together anyway, so when you want to cover the total 2000 shares, you can with only one order of 9.99.
