Our standards aren't really like that. At least not the ones I've read. We are obliged to monitor a student's progress toward a particular standard. For example, is a student able to write a paper with a specific audience in mind? The student might be approaching standard, the student might be at standard, or the student might be so competent that the student exceeds the standard.

In elementary school it is a bit iffier- but even there I don't think students have to meet all standards in order to go to the next grade, but I'm sure we all hope they meet most of the standards.
