I'd agree with you there- but every asylum case presents that issue- do we take in everyone with a horrible story, and what if we do? Case by case? or do we try to make it "fair" across the board. Because unfortunately lots of people have a very legitimate fear of persecution, torture and death- and most of those people are not in Cuba. These asylum cases (for the most part) make horrible reading.
