Actually, the Beltway is the worst on the top half during rush hour, and traffic can, we should mention, stop for lengthy periods. The reason, apart from the need for more roadways in the area, is that the Northwest quadrant goes through some of the most affluent jurisdictions in the area, and local politics cause too many curves to be introduced. In sections where the road is more straightforward, things tend to move. A similar reason has squelched plans to ease traffic through Montgomery County with a major East- West highway above the Beltway, and makes a joke of the existing "East- West Highway", which is really just routed through various residential areas for more than 50% of its length.......
