I don't think test scores evaluate creative thought... maybe its a flaw in the tests we have I don't know... but my argument is that when you put a homogeneous group of high-scorers on these tests in one academic institution, you actually impede their progress in the areas that they are deficient in. That is my argument, but since I don't have a solution we have to go with your proposal. No whining from certain ethnic groups when they never get promoted though.
