Mark, you are quite right that it should not be viewed that way, but Putin is right that, as a practical matter, it will be viewed that way. The terrorists want to embarrass Bush and deprive him of power. They would kill him if they could. Thus, all of this anti- Bush activity stateside encourages them to think they are winning, and that they can achieve greater victories through more of the same.
