Maybe it is impossible to define race in a scientific manner, but in some places the law defines it. In Oklahoma they have the "one drop rule" regarding native people. If a person can prove any ancestry at all, no matter how remote, to an indigenous tribe, they are considered a part of that tribe, and due all perks and benefits that come with the designation.

There are a lot of blond-haired blue-eyed Indians around Oklahoma.
