Cheney and Rumsfeld go way back. Cheney once worked for Rmsfeld. Besides, Rumsfeld is a Dr. NO type character. No way he is someones puppet. The key here is that Cheney is the one that has the close personal relationship with Bush. Rumsfeld does not. Cheney, apparently, made certain that DOD had responsibility for the Iraq reconstruction effort, not State. There are many other illustrations.
