Here the Iraqi oil revenues will be used by the U.S. military officer appointed to run the government to pay for the costs of rebuilding the infrastructure. This will be matched by U.S. taxpayer dollars to pay salaries of Americans and pay for dollar denominated contracts with American companies (i.e., political contributors) to perform the construction work. Materials will be paid for by oil. Salaries will be paid for by U.S. taxes. And note that the contracts being prepared now are for cost plus profit, rather than for the the lowest bidder. Without the need for competitive bidding. Big time crime always pays.
