I don't think that is quite true as a standard15-20 amp may not be able to do the recharging job fast enough.
But so what, we can easily have dedicated 30 amp services installed in any home for a minimal costs. $30.00 to do it yourself and two hours labour roughly.
This would increase charge capabilities A LOT.

The only thing we all have to do is follow Hawaii's example; just start doing it.
Personally I can't wait to go cruise around town in a new GEM type car.
All that Fed govt's have to do is promote EV"S with big rebates and install infrastructure.
Just print the money for thisand do it. As long as it stays out of the open monetary system, inflation won't notice it.

Next, allow these commuter EV's to go 45-50mph, therefore allowing them on road systems that post say 45mph max.
Something close to this will be enough for most people to accept.
Others can stick with gas or buy hybrids.
I think many folks especially those in rural areas like myself can easily see having one EV commuter and one gas vehicle.
