You're right; specifically, the DARPAnet system was actually set up to accommodate post-nuclear war communications between military and governmental entities. The anticipation, of course, was that phone lines, utilities, and telecommunications equipment on the surface would have been destroyed by the force and electromagnetic pulses (EMP) produced by air bursts and surface detonations.
