Interesting Article on Medicare Part D and why the Part D carriers, not Medicare, are required to negotiate with drug companies.

It is interesting that Part D costs are actually running 1/3 below what was originally projected in '03 and costs are dropping annually.

It actually looks like a reasonably successful program, with a cost of $40B, compared to what I thought it would be when it was enacted.

It would seem to be a testimonial to the pubic/private aspect of the model. It is difficult to believe it would be running under budget like this were it solely a government model.
