There may not yet be an answer to the question of whether the universe was created, but the more restricted question of whether the universe was created with a purpose can be addressed. The key question is what property would the universe need to have in order for the intentions of a creator to be realized. As the universe unfolds it experiences chaotic transformations, or more simply, various little events such as the movement of a rock or even a cosmic ray can have a much much larger result. The cosmic ray may provide just the push necessary to fission an atom or it may miss entirely and the universe will unfold differently.

The key property to overcoming chaos is information. In order to know the outcome of big events, it is necessary to know the outcome of all the little events that chaoticly combine to produce the big event. This means that the key property for overcoming chaos is a preservation of cause and effect at each event. As Newton said, for each action there must be an exact reaction. Without complete preservation of the information it will continually degrade until the original intention is lost.

The term for the preservation of cause and effect is determinism. A deterministic world may be too complex to determine the outcome of a multi-bodied event, but that event has a precise and determined outcome. This is the type of universe necessary to preserve a goal. The problem is that this type of universe has no room for anyone's thoughts and actions and prayers to affect the outcome of the cause and effect put into place at the very beginning. It is a universe of fate, Nylistic.

There may be an attempt to nudge the universe along with a little tap here and a little correction there. The problem with this theory is the same old chaos. Each correction brings in at least twice as much change as the old deviation. (some change to stop the errent behavior, and some more to put it back on course). This adds further deviation to the surrounding universe. To maintain a local stability increases the entropy of the whole. The result would be a noticable and measurable difference in local entropy properties versus distant properties.

In conclusion the universe could be created much like a high energy physics experiment with no overt goal, or it could be an elaborate simulation.
