The decisions that set the fuzzy Clinton 'bar' were based largely in political discourse that was contaminated by sentiment and confusion around Clinton’s personal character flaws. So any comment about a standard related to his tenure in office is bound to be muddled with broad sweeping generalizations that do more to obscure boundaries of conduct than define them.
