I wasn't very impressed with the article you cite. Not only do they mis-spell several vendors' names (which is at best a sign of carelessness, and at worst a sign of cluelessness), the analysis seems at various points to confuse Intel with NT and to confuse support for NT with migration to it. JMHO.
