The distinction I was referring to is captured in your reference which you posted, although my statement was not as clear or comprehensive:
" PPTP requires that the internetwork be an IP internetwork. L2TP requires only that the tunnel media provide packet-oriented point-to-point connectivity. L2TP can be used over IP (using UDP), Frame Relay permanent virtual circuits (PVCs), X.25 virtual circuits (VCs), or ATM VCs."
My point being, that PPTP stipulated an IP internetwork, whereas (with the exception of UDP), L2TP only required the Layer 2 protocols, which is no surprise since that's where it gets its name. Would you consider VPNing to your partners over the DSL net without TCP controls?
While it's true that both L2TP and PPTP operate at Layer 2, a point that I (only vaguely) recall about PPTP was its use of a generic routing enecapsulation (GRE) protocol, as well, which I don't think applies to L2TP, equally, but I'm not sure. Let me do some research on this one, as it's been a while.
