Cost overruns have occurred in all sectors of governemnt.

Defense is one sector in which it is hard to predict exact costs down to the last penny. An innovative project starts and suddenly a company must adjust for a problem that arises in the development of the innovation.

The same has been true of NASA----cost overruns are part of doing business in these sectors as well as any sector of innovation.
